They would have been helpful if they are available during the dragon boat event (since they have Magic Shields)

And I never heard of the free goggle caps thing o.o
At least not in JP. Then again in JP, goggle caps are NPC item IIRC >_>

Same here, though not for the goggle cap. The hard part will be deciding which one to get.
